Hello,
No, you cannot appear in UGC NET for JRF in final year of BTech because you need to complete Master's Degree with 55% in order to appear for UGC NET,there's relaxation of 5% in case of reserved category.
You can apply even in the final year of Master's Degree but not in final year of undergraduate program .
