Endourological Society Summer Student Scholarship is the All India Institute of Medical Sciences Rishikesh scholarship. To avail the scholarship, candidates have to meet the eligibility criteria. Established under the Pradhan Mantri Swasthya Suraksha Yojna (PMSSY) by the Indian government's Ministry of Health and Family Welfare, AIIMS Rishikesh is the seventh AIIMS institute in Rishikesh, India. The previous year's OBC NEET cutoff states that you need to receive at least 550–600+ points in the NEET exam to be eligible for admission to the MBBS programme at AIIMS Rishikesh. The required score on the NEET exam for the general category is 690+.
So it is difficult to get AIIMS Rishikesh with 670 marks but you must definitely give it a try.

Hope they allow your admission if you scored really good marks as for talent or achievement no one denies. No, generally they will not ask for an additional gap if you had some medical issues or something like this, but if you had left 2 years of additional gap taking it lightly then they can deny.
