• If you've already identified your enormous area of interest, then college doesn't matter, you can so for second best institutes, i.e. NITs and IIITs, but
• If you are yet to identify, then you need a better platform to explore, and you should go

• Secondly although eee is a better branch but mining at ism is the best you can get as ism is Indian school of mines. And in jharkhand there are lot of industries like, ccl, bccl etc where every year mining

Hoping that you are doing fine in global pandemic . I think you should opt for IIT Patna Civil or Chemical with comparison to ISM Dhanbad metallurgy . As IIT Patna is better alternative than ISM Dhanbad due to it's better NIRF Ranking , Placements , Labs etc.
